It shall be the duty of the Operator of the Waterworks and Sewerage System Department and he/she is empowered to enforce all city ordinances relating to the installation, care and standards of sewers. He/she shall also extend the sewer system as required from time to time. He/she shall make all necessary inspections and tests which may be needed in the performance of his/her duties. He/she shall have the care and custody of the municipal sewer system and all equipment, pipes and machinery pertaining thereto.
