All receipts on account of the city parks, whether arising from rentals, donation, sale of any park thereof, or of any land so willed and devised by any person to the city, shall be exclusively expended and applied by the City Council. Such funds shall be held and deposited in the park fund in the city treasury. The Park Board shall not expend the monies belonging to the park fund or incur any indebtedness in advance of the receipts thereof without prior consent of the City Council. The Park Board shall make an itemized report of its expenditures each month to the Council.
