§ 30.07 SPECIAL MEETINGS.
   (A)   Special meetings of the Council may be called by the Mayor or three Aldermen, provided that a written notice of such meeting shall be given to each member of the Council at least 48 hours before the time set for the meeting except for bona fide emergencies. The notice shall include the agenda for the special meeting. Further, in case all the elected members of the Council are present at any special meeting then the requirement of notice shall be unnecessary and shall be deemed waived.
   (B)   In addition to any notice requirement prescribed by City Council, public notice of meetings must be given as prescribed by the state Open Meetings Act, 5 ILCS 120/2.02 and 2.03.
