The Architectural Review Board may retain, with Council's permission, a qualified designer, planner or preservationist to consult with the Board on any matter set forth in this chapter. If Village landmarks or Village Preservation Districts are involved, such a specialist shall be qualified in preservation or restoration work. Consultation will be strictly advisory and nonbinding on the Board or Council.
