1266.02   PURPOSE.
   The purpose of the Architectural Review Board is to promote and protect the general welfare of the residents of the Village through:
   (a)   Establishment of criteria that will direct exterior building design and/or modification, vehicular and pedestrian access, and overall site planning, in accordance with the design characteristics prevalent in certain areas of the Village.  These criteria will be directed toward:
      (1)   Building size and scale.
      (2)   Building materials and details.
      (3)   Site development.
      (4)   Interrelationships with other environmental elements such as adjacent buildings, streets, walkways, landscaping and signage.
      (5)   Enhancement or protection of specific public places or properties.
   (b)   Establishment of specific Village landmarks and Village Preservation Districts which are of unusual importance to the Village and the surrounding region by their associated historical events and/or their architectural significance.
   (c)   Establishment of a design review process, as described below, to retain the unique qualities of the Village, to promote a continuance of the Village's scale in new commercial development insofar as is reasonable, and to increase pedestrian access throughout the Village wherever possible.  This review process shall cover all new construction, all areas zoned commercial according to this Zoning Code, and all properties in designated Preservation Districts or which are Village landmarks, but shall not apply to single-family dwellings, except those designated as Village landmarks or those within the boundaries of any Village Preservation District.
   (d)   Encouragement of a public knowledge and understanding of those elements of the built environment of the Village that constitute its architectural and historical character.
   (e)   Review of applications for demolition permits for any structures in any designated Preservation District or which are parts of any Village landmark.
