1220.03   POWERS AND DUTIES.
   The Planning Commission shall have all the powers and responsibilities conferred on it by Ohio R.C. Chapter 713, as well as the following duties:
   (a)   The Planning Commission shall be the Platting Commission of the Village, with all the powers and duties provided by law for the platting commissioner of a municipality.
   (b)   The authority to initiate proposed amendments to the Zoning Code and/or Zoning Map, but only if the amendments can be justified on one of the following grounds:
      (1)   The change is in conformity with the Comprehensive Plan of the Village;
      (2)   There has been a substantial and significant change in area conditions;
      (3)   There is a need for additional land in the zoning district classification being requested for change; and
      (4)   There is an error in the Zoning Code.
   (c)   The authority to review all proposed amendments to the Zoning Code and make written recommendations to Council on such amendments.
   (d)   The authority to review and approve all planned unit developments.
   (e)   The authority to recommend to Council the employment of architects, engineers and other professional services to ensure the proper functioning of the Zoning Code and the proper planning of the Village.
   (f)   The responsibility to keep an accurate and current copy of the Zoning Map on permanent and prominent display at the Village Hall as required by Section 1270.03.
   (g)   The authority to recommend to Council additions to, modifications of or deletions from Chapter 1024 of the Streets, Utilities and Public Services Code dealing with trees and shrubs.
