All entrances to buildings in the Village which front upon any of the streets, avenues, squares, parks, alleys or lanes therein shall be legibly numbered and in full view of the streets. Such numbers shall be placed above or in close proximity to the entrance by the owners thereof or their agents.
The plan now on file with the Fiscal Officer is hereby approved and determined to be for the placing or numbering of buildings on the various streets in the Village. Property owners or their agents may obtain their numbers from this plan and be controlled thereby.
Upon the failure of any owner of a building in the Village to comply with the foregoing provisions within such time as Council shall determine, or may at any time determine, Council may have the required numbering done at the expense of such owner. Such numbers shall be furnished by Council, and the Fiscal Officer shall certify to the County Auditor all sums unpaid in this connection on September 1 of each year, such sums to be placed by the Auditor on the County tax duplicate as a lien on the lot or lands upon which the buildings are situated. Such sums shall be collected as other assessments are collected.
No person shall willfully obstruct or interfere with any person employed by Council to place the name of streets, avenues, squares, parks, alleys or lanes, at the corners thereof, unlawfully obstruct or interfere with any person employed by Council to place numbers on buildings as hereinbefore provided or tear down or deface the same.
