Whoever violates any provision of this Traffic Code or any rule or regulation lawfully made pursuant thereto, for which no penalty is otherwise provided, shall be fined not less than ten dollars ($10.00) nor more than two hundred dollars ($200.00), or imprisoned for not more than thirty days, or both.
