(a) In addition to all enacted ordinances of the City, all West Virginia Motor Vehicle and Road Laws shall apply to all streets, roads, alleyways and vehicles in the City.
(b) The Mayor is authorized to enforce the Motor Vehicle and Road Laws within the City and to assess such penalties as are provided therefore which such fines shall insure to the benefit of the City.
(c) In the event of a conflict between a City ordinance and a State statute it is hereby declared that the City ordinance shall take precedence.
