165.04 MISCELLANEOUS PROVISIONS FOR CITY EMPLOYEES.
   (a)   Effective with the date of this article, all employees who transfer, and newly- hired employees shall be required to obtain licenses for employment in the Water, Sewer, and Sanitation Departments, as required under the laws and guidelines of the State and Federal governments.
   (b)   Newly-hired employees shall receive a wage that is one dollar ($1.00) per hour less than the lowest-paid hourly employee employed within that department, or the federal minimum wage, whichever is less. Newly-hired employees shall receive raises at the end of their probationary period and after their first full year of service, provided that such raises do not result in the new employee being paid in excess of the lowest-paid hourly employee within that department.
   (c)   Persons already employed by the City of Point Pleasant shall have first option to transfer to other positions that may become vacant within the employ of the City. Seniority and qualifications shall both be taken into consideration in filling any such vacancies. When qualifications of two or more prospective employees are equal, seniority shall be the deciding factor.
   (d)   City Council shall approve the compensation and/or any raises thereto for the positions of Mayor, City Clerk, City Council members, all employees of the City, all City employees who transfer within the employ of the City, and newly-hired employees.
