(a) Council finds that West Virginia Code 8-5-12 states that the governing body of every municipality shall, by ordinance, fix or cause to be fixed, the salary or compensation of every municipal officer and employee, provided, that the salary of any officer shall not be increased or diminished during his term of office.
(b) Additionally, the Council finds that there does not now appear within the Codified Ordinances of the City of Point Pleasant, West Virginia, an ordinance fixing or causing to be fixed the salary or compensation of every municipal officer and employee.
(c) Council further finds that it has determined that it is in the best interests of the citizens of the City of Point Pleasant to remedy this omission and comply with the provisions of West Virginia Code 8-5-12 by enacting an ordinance which fixes, or causes to be fixed, the salary or compensation of every municipal officer and employee.
