(a) The Historic Landmark Commission shall meet on at least a quarterly basis, but may meet more often if such meeting is called by the chairman or any three members of the Commission.
(b) The officers of such Commission shall be as follows: chairman and secretary. In the absence of the chairman, the meeting shall be conducted by the secretary.
(c) A record of the proceedings and actions of the Commission shall be made by the secretary and shall be opened to public inspection at normal business hours at the City building.
