Except as herein otherwise provided, the Board shall have the power to establish bylaws, rules and regulations for its own government which are not in conflict with the provisions of this article or any other ordinances of the City, or any law of the State or the United States of America, and which are not contrary to any agreement between the City and the United States of America respecting the construction, maintenance and operation of such flood wall and flood wall system.
