(a) The Point Pleasant Flood Wall Board shall consist of five persons, four of whom shall be selected and appointed as hereinafter provided, and the Mayor as an ex-officio member thereof. The Mayor shall be the chairman of the Board, if he so elects. The members of the Board, except the Mayor, shall be chosen with regard to their business and professional and practical experience or standing as citizens in the community and without regard to their political affiliations, and shall have been citizens and residents of the City for at least one year prior to appointment.
(b) No member of the Board shall receive any compensation for his services as a member thereof; and no person, other than the Mayor, who holds any other public office or public employment, shall be eligible for membership on the Board.
(c) (1) The members of the Board, with the exception of the Mayor, shall be appointed by Council, and the four members thus selected, together with the Mayor, shall comprise the Point Pleasant Flood Wall Board.
(2) Of the first members of the Board, one shall be appointed for a term of one year, one for a term of two years, one for a term of three years, and one for a term of four years, and thereafter members shall be appointed for terms of four years. The regular terms herein provided for, except vacancies, shall begin on May 1 in the year in which such appointments are made.
(3) All vacancies on the Board, other than a vacancy occasioned by the death, resignation or disqualification of the Mayor, shall be filled by the appointment of a successor member for the unexpired term and in every case appointment shall be made and the terms of office shall continue until successors have been appointed and qualified. Every appointee to fill a vacancy, or upon expiration of a term on the Board, shall be selected and appointed in like manner as the predecessor.
