(a) The Off-Street Parking Board shall consist of three members. One of the members of the Board shall be the Mayor, who shall be the chairman of the Board and who shall serve for the term of his office. The other members of such Board shall be appointed by Council for terms of two years each, except for members appointed to the initial Board.
(b) In the event of the death, resignation, inability or unwillingness to serve of any member, Council shall appoint a successor of such member to serve for his unexpired term.
(c) Members of the Board shall receive no salary, but shall be reimbursed for actual expenses incurred in the discharge of their duties.
