(a) The Off-Street Parking Board shall render assistance to Council in connection with the alleviation of parking problems in the business district of the City, and shall plan, construct, equip, operate and maintain off-street parking areas to service the business district of the City and its environs, which off-street parking areas shall be self-sustaining from fees and charges made to the users thereof unless otherwise expressly authorized and approved by Council by duly enacted ordinances.
(b) The Off-Street Parking Board shall have and may exercise any and all powers, privileges and authorities which have been granted or conferred or which may hereinafter be granted or conferred, upon similar municipal boards by the legislature of the State, including, but not limited to, privileges and authorities granted and conferred under the provisions of West Virginia Code Article 8-16. The Off-Street Parking Board may additionally exercise such powers, privileges and authorities as are granted by the Charter or by Council.
