Council hereby makes the following findings:
(a) There presently exists in the business district of the City, a critical need for establishment of off-street parking areas;
(b) Council has the legal authority under the provisions of West Virginia Code Article 8-16, to create an Off-Street Parking Board, and such Board, under such provisions, has legal authority to construct, equip, operate and maintain off-street parking areas.
There is hereby created as an official board of the City, under the provisions of West Virginia Code Article 8-16, the Off-Street Parking Board.
