Council hereby finds that the purpose of the West Virginia Governmental Ethics Act have reasonable, necessary and appropriate application to matters involving all elected and appointed municipal officials and employees, whether full or part time, who derive a salary, payment of wages or other direct remuneration from the municipality, and does now hereby affirm, ratify and adopt such state defined purposes as being the same purposes of this municipal government ethics article, without specifically republishing such state purposes herein.
