107.06 NOMINATIONS, NOMINATING CONVENTIONS AND CERTIFICATION OF CANDIDATES.
   (a)   The chairman of the republican party or of the democratic party in the City may call a convention for the purpose of nominating candidates for the offices of Mayor, City Clerk, two Council-at-Large and one Council member from each ward, by publishing a notice of the date, time and place of the convention not less than five days prior to the convention in a newspaper of general circulation in the City. The convention shall be conducted in a parliamentary manner and Robert's Rules of Order (latest edition) shall govern all proceedings before the convention. Within twenty-four hours from the adjournment of the convention, the secretary of the convention shall certify to the City Clerk the candidates nominated for the offices of Mayor, City Clerk and Council members.
 
   (b)   Candidates may also be nominated as provided in West Virginia Code 3-5-23.
