The territory of the City is hereby divided into eight wards, as follows:
(a) The First Ward of the City shall be bounded and described as follows:
Beginning at the point of the confluence of the Kanawha and Ohio Rivers and continuing in a southeast direction up the center line of said Kanawha River to the south corner of the City; thence in a straight line and in a northeast direction following the boundary of the City to a point on a hillside north of the former New York Central Railroad tracks and presently owned by Conrail; thence in a northwest direction and following said boundary to the corner of the City north of Highland Avenue; thence in a northeast direction a short distance to a point north of the former New York Central Railroad tracks and presently owned by Conrail; thence in a northwest direction just north of the intersection with Herman Drive to the center line of Seventh Street; thence following the center line of Seventh Street extended in a westerly direction and across the Ohio River to the West Virginia - Ohio State line; thence following the West Virginia - Ohio State line in a southerly direction down the Ohio River to the point of beginning.
(b) The Second Ward of the City shall be bounded and described as follows:
Beginning at a point in the West Virginia - Ohio State line on the western shore of the Ohio River opposite the center line of Seventh Street designated a corner point on the First Ward as described above; thence following in an easterly direction with the First Ward with the center line of Seventh Street, just north of the intersection with Herman Drive to a point north of the former New York Central Railroad tracks and presently owned by Conrail to the easternmost boundary of the City; thence following said easternmost boundary of the City in a northeasterly direction to a point east of Allison Road; thence in a westerly direction and crossing Allison Road to the centerline of Crooked Creek; thence with the centerline and meanders of Crooked Creek to the centerline of Jefferson Boulevard; thence with the centerline of Jefferson Boulevard in a southwesterly direction to the intersection of the centerline of Jefferson Boulevard and the centerline line of Hogg Street; thence following the centerline of Hogg Street in a southerly direction to the centerline of Twelfth Street; thence with the centerline of Twelfth Street in a westerly direction to the point of intersection of Twelfth Street and the centerline of Main Street; thence with the centerline of Main Street in a northeasterly direction to the point of intersection of Main Street and the centerline of Fourteenth Street; thence with the centerline of Fourteenth Street in a westerly direction crossing the Ohio River to a point in the West Virginia - Ohio State line on the western shore of the Ohio River; thence in a southerly direction to the place of beginning.
(c) The Third Ward of the City shall be bounded and described as follows:
Beginning at a point in the West Virginia - Ohio State line on the western shore of the Ohio River opposite the center line of Fourteenth Street and common corner of the Second Ward, continuing across the Ohio River and following the centerline of Fourteenth Street in a easterly direction with the Second Ward to the centerline of Main Street; thence following the centerline of Main Street in a southerly direction to the centerline of Twelfth Street; thence in an easterly direction following the centerline of Twelfth Street to the centerline of Hogg Street; thence following the centerline of Hogg Street in a northerly direction to the intersection of the centerline of Hogg Street and the centerline of Jefferson Boulevard; thence with the centerline of Jefferson Boulevard in a northeasterly direction to the intersection of the centerline of Crooked Creek; thence with the centerline and meanders of Crooked Creek to a point in the easterly boundary of the City; thence in an approximate straight line in a northwesterly direction to a point in the centerline of Jefferson Boulevard, said point being located just south of the current location of Farmer’s Bank; thence with the centerline of Jefferson Boulevard to the intersection of the centerline of Twentieth Street; thence in a westerly direction and following the centerline of Twentieth Street to a point of intersection with the centerline of Mount Vernon Avenue; thence in northerly direction and following the centerline of Mount Vernon Avenue to a point of intersection with the centerline of Twenty-second Street; thence in a westerly direction and following the centerline of Twenty-second Street while crossing the former New York Central Railroad tracks, presently owned by Conrail, to the centerline of Oak Street; thence with the centerline of Oak Street in a northerly direction to the centerline of Marietta Street; thence with the centerline of Marietta Street in a westerly direction to the centerline of Shore Street; thence with the centerline of Shore Street in a southerly direction to the
centerline of High Street; thence with the centerline of High Street to the centerline of Shore Street; thence with the centerline of Shore Street to the centerline of Miller Street; thence with the centerline of Miller Street in an easterly direction to the centerline of North Main Street; thence following the centerline of North Main Street in a southerly direction to the centerline of that portion of Shore Street that runs perpendicular to North Main Street; thence from the centerline of said portion of Shore Street in a westerly direction in a straight line while crossing the Ohio River to a point in the West Virginia - Ohio State line on the western shore of the Ohio River; thence in a southerly direction to the place of beginning
(d) The Fourth Ward of the City shall be bounded and described as follows:
Beginning at a point on the easterly boundary of the City located in the centerline of Crooked Creek, said point being in the boundary and common corner to the Third Ward; thence following the centerline and meanders of Crooked Creek to the centerline of Jericho Road; thence following the centerline of Jericho Road in a southwest direction to the centerline of Washington Avenue; thence with the centerline of Washington Avenue in a northerly direction to a point of intersection with the centerline of Twenty-third Street; thence following the centerline of Twenty-third Street in a westerly direction to a point of intersection with the centerline of Jefferson Avenue; thence in a northeasterly direction and following the centerline of Jefferson Avenue to a point of intersection with Twenty-sixth Street; thence following the centerline of Twenty-sixth Street in a westerly direction to a point of intersection with the center line of Mount Vernon Avenue; thence in southerly direction and following the centerline of Mount Vernon Avenue to a point of intersection with Twentieth Street; thence following the centerline of Twentieth Street with the Third Ward to a point of intersection with the centerline of Jefferson Boulevard; thence in a southwesterly direction and following the centerline of Jefferson Boulevard to a point being located just south of the current location of Farmer’s Bank; thence in a straight line in a southeasterly direction to the point of beginning.
(e) The Fifth Ward of the City shall be bounded and described as follows:
Beginning at a point in the West Virginia - Ohio State line on the western shore of the Ohio River opposite the centerline of that portion of Shore Street that runs perpendicular to North Main Street and common corner to the Third Ward and crossing the Ohio River in an easterly direction while following the centerline of said portion of Shore Street, with the Third Ward to the point of intersection of the centerline of North Main Street; thence north with the centerline of North Main Street to the centerline of Miller Street; thence with the centerline of Miller Street in a westerly direction to the centerline of Shore Street; thence with the centerline of Shore Street in a northerly direction to the centerline of High Street; thence with the centerline of High Street in a westerly direction to the centerline of Shore Street; thence with the centerline of Shore Street in a northerly direction to the centerline of Marietta Street; thence with the centerline of Marietta Street in an easterly direction to the centerline of Oak Street; thence with the centerline of Oak Street in a southerly direction to a point of intersection with the centerline of Twenty-second Street; thence following the centerline of Twenty-second Street in an easterly direction to the point of intersection with the centerline of Mount Vernon Avenue with the Third Ward; thence following the centerline of Mount Vernon Avenue in a northerly
direction and along the Fourth Ward to the point of intersection with the centerline of Twenty-sixth Street; thence following the centerline of Twenty- sixth Street in an easterly direction and along the Fourth Ward to a point of intersection with Jefferson Avenue; thence following the centerline of Jefferson Avenue in a northerly direction to the point of intersection with the centerline of Twenty-seventh Street; thence following the centerline of Twenty-seventh Street in a westerly direction to the point of intersection with the centerline of an alley located approximately halfway between Lincoln Avenue and Mount Vernon Avenue; thence following the centerline of said alley in a northerly direction to the point of intersection with the centerline of Twenty-eighth Street; thence in a westerly direction in an approximate straight line with the centerline of Twenty- eighth Street extended to a point on the eastern bank of Oldtown Creek; thence with said bank of Oldtown Creek and across the Ohio River to a point of intersection with the West Virginia - Ohio State line on the western bank of the Ohio River; thence along said bank in a southerly direction to the point of beginning.
(f) The Sixth Ward of the City shall be bounded and described as follows:
Beginning at a point of the intersection between the eastern boundary of the City and the centerline of Twenty-third Street and following the centerline of Twenty-third Street in a westerly direction to the point of intersection of Twenty-third Street and the centerline of Jefferson Avenue; thence following the centerline of Jefferson Avenue in a northerly direction to the point of intersection of the centerline of Twenty-seventh Street; thence with the centerline of Twenty-seventh Street in an easterly direction to the centerline of Jackson Avenue; thence with the centerline of Jackson Avenue in a northerly direction the centerline of Sandhill Road; thence with the centerline of Sandhill Road in an easterly direction to the point of intersection with the eastern boundary of the City; thence following the eastern boundary of the City in a southerly direction to the northern boundary of the Country Club Addition; thence following the north boundary of the Country Club Addition in an easterly direction to the eastern boundary of the City; thence following the eastern boundary of the City in a southerly direction to the former Hesson Property and presently owned by Everett Wedge, in a westerly direction to the point of intersection with the centerline of Washington Avenue in a southerly direction to the intersection of the centerline of Twenty-third Street and the point of beginning.
(g) The Seventh Ward of the City shall be bounded and described as follows:
Beginning at a point of intersection of Twenty-seventh Street and an alley located approximately halfway between Lincoln Avenue and Mount Vernon Avenue; thence in an easterly direction while following said Twenty-seventh Street centerline to the intersection of the centerline of Jackson Avenue; thence following the centerline of Jackson Avenue in a northerly direction to a point of intersection with the centerline of McNeill Avenue; thence following the centerline of McNeill Road to a point in the east boundary of NedSam Addition; thence in a northerly direction with the east boundary of NedSam Addition to the centerline of Lewis Street; thence in an easterly direction with the centerline of Lewis Street to the centerline of Jackson Avenue; thence following the centerline of Jackson Avenue in a northerly direction to the point of intersection with the northeast corner of Bellemeade Addition and the north boundary of the
City; thence in a westerly direction with the northern boundary of the City to the intersection with the west side of Mossman Avenue; thence from the intersection of the west side of Mossman Avenue and the northern boundary of the City in a southerly direction to a point in the northwest boundary of NedSam Addition; thence with the west boundary of NedSam Addition in a southerly direction to a point in the southwest corner of DixSan; thence along the northern side of Roseberry Lane to a point beyond a barn; thence in a northerly direction to a point located between the residential structure situate thereon and a pond; thence in westerly direction to the right of way of railroad; thence following said railroad right of way in a southerly direction to the centerline of Roseberry Lane; thence following the centerline of Roseberry Lane and extending to a point in the southwest corner of DixSan and to the centerline of Twenty-eighth Street; thence following the centerline of Twenty-eighth Street in an easterly direction to the point of intersection with the centerline of an alley located approximately halfway between Lincoln Avenue and Mount Vernon Avenue; thence following the centerline of said alley in a southerly direction to the point of beginning.
(h) The Eighth Ward of the City shall be bounded and described as follows:
Beginning at a point of intersection of the centerline of Sandhill Road and the centerline of Jackson Avenue; thence following the centerline of Jackson Avenue in a northerly direction to the centerline of Thirtieth Street; thence in an easterly direction following said centerline of Thirtieth Street extended to the intersection of the Meadowbrook Subdivision; thence following the outer perimeter boundary of the Meadowbook Subdivision to the point of intersection with the southern boundary of Thirtieth Street extended; thence with the southern boundary of Thirtieth Street in a westerly direction to a point approximately halfway between English Road and Anniston Drive; thence in an approximate straight line in a southerly direction to the eastern boundary of Suncrest Cemetery; thence following the boundary of Suncrest Cemetery until the same intersects with Sandhill Road; thence with the centerline of Sandhill Road in a westerly direction to the point of beginning.
