1731.02 DEFINITIONS OF ABANDONED AND VACANT BUILDINGS.
   (a)   For the purposes of this article, the following words and phrases shall have the meanings respectively ascribed to them as follows:
      (1)   Abandoned: When no viable owner can be determined or when an owner will not take reasonable steps to maintain a property while said building(s) is empty or unoccupied and has acted in a manner to relinquish all connection with or concern in said property and thereby leaves it subject to unauthorized trespass, criminal activity, or renders it a public menace, then a building(s) has been abandoned.
      (2)   Vacant: When an owner is known or an owner may have taken some steps to preserve the value of a building or structure but it is unoccupied and the deficiencies of said building(s) renders the property unsecured and subject to unauthorized trespass, criminal activity or renders it a public menace, then the unoccupied building(s) is vacant.
      (3)   Building: A building is a non-dwelling structure.
