(a) Issuance of Permit. No plumbing work, unless excepted in this section, shall be undertaken prior to the issuance of a permit therefor by the Building Official. A permit shall be issued to a licensed master plumber, except as provided in subsection (b) hereof.
(b) Exception. Any permit required by this Code may be issued to any person to do any work regulated by this Code in a single-family dwelling used exclusively for living purposes, including the usual accessory buildings and quarters in connection with such building, provided the person is the bona fide owner of such dwelling and that the same will be occupied by such owner and that such owner shall personally purchase all material and perform all labor in connection therewith.
(c) Application for Permit. Application for a permit shall be made on suitable forms provided by the City. The application shall be accompanied by fees in accordance with the schedule of fees.
(d) Schedule of Fees. The following fee schedule has been established:
