(a) The duties of the Board of Zoning Appeals shall be:
(1) To hear and determine appeals from and review any order, requirement, decision or determination made by the Zoning Officer in the enforcement of this Zoning Ordinance; including interpretation of the Zoning Map and the provisions of this Ordinance in such a way as to carry out the intent and purpose of this Ordinance.
(2) To hear, determine, permit or disapprove special exception uses to the district regulations only in particular situations as specified in this Ordinance.
(3) To authorize upon appeal, variance from the terms of this Ordinance as will not be contrary to the public interest, where, owing to special circumstances, a literal enforcement of the provisions of this Ordinance would result in unnecessary hardship, and so that the spirit of this Ordinance shall be observed and substantial justice done.
(b) In exercising its powers, the Board may reverse or affirm, wholly or partly, or may modify the order, requirement, decision or determination appealed from as in its opinion ought to be done and to that end shall have all the powers of the officer from whom the appeal is taken.
