(a) No building or structure shall be altered, erected, moved or located, and no physical alteration of land shall be made that alters the drainage from that land until an improvement location permit has been obtained from the Zoning Officer.
(b) No nonconforming structure or use shall be renewed, changed or enlarged until an improvement location permit has been obtained from the Zoning Officer.
(c) An improvement location permit shall be required for a change from one kind of principal use to another kind, and for all changes of nonconforming uses.
