(a) This Zoning Ordinance shall be administered and enforced by the Zoning Officer who shall be appointed by the Mayor and confirmed by Council.
(b) The Zoning Officer shall act upon all such applications on which he is authorized to act under the provisions of this Ordinance within fifteen working days after the date these are filed in full compliance with all the applicable requirements. He shall either issue an improvement location permit within such fifteen working days or shall notify the applicant in writing of his refusal of such permit and the reasons therefor. Failure to notify the applicant in case of such refusal within the fifteen working days shall entitle the applicant to an improvement location permit unless the applicant consents to an extension of time.
(c) If the Zoning Officer finds that any provision of this Zoning Ordinance is being violated, he shall notify, in writing, the persons responsible for such violations, indicating the nature of the violation and ordering the actions necessary to correct it. He shall order discontinuance of illegal use of land, buildings or structures; removal of illegal buildings or structures or of illegal additions, alterations or structural changes; discontinuance of any illegal work being done; or shall take any other action authorized by this Ordinance to ensure compliance with or to prevent violation of its provisions.
