(a) Statement of Purpose. This district is provided in recognition of the sections of the City where very low density residential development is appropriate. The specific intent of this section is:
(1) To prohibit business, commercial or industrial use of the land, and to prohibit any other nonresidential use which would substantially interfere with development or continuation of residential use in the district.
(2) To discourage any land use which would generate traffic on minor or local streets, other than normal traffic to serve the residences of those streets.
(3) To discourage any use which, because of its character and size, would create requirements and costs for public services such as fire and police protection, water supply and sewerage, substantially in excess of such requirements and costs if the districts were developed solely for residential use.
