(a) "M-1" Restricted Industry. This district is limited to restricted industrial uses which are essentially free of harmful effects upon neighboring residential and business development. This district is primarily intended to provide for development of vacant land which is well suited for an industrial park or similar planned industrial complex.
(b) "M-2" General Industry. This district includes most of the areas in the City that are developed with industry as well as land that should be reserved for future general industrial uses.
