The license provided for in this article shall be issued in the form of a certificate by the City Clerk to any person making proper application therefor on forms to be prescribed and furnished by the City Clerk and tendering the license tax and a filing tax fee of 50¢ for each license certificate requested. The City Clerk shall collect in full the proper taxes and determine to his satisfaction that all the conditions precedent to the granting of such license have been fulfilled by the applicant before issuing a certificate.
