No person shall cause, permit or engage in the erection, construction, demolition, alteration or repair of any road, highway, utility line, building or structure or the excavating or filling of land or the changing of the topography of any premises in the township between sunset of one day and sunrise of the next succeeding day; provided, however, that repairs to any road, highway, utility line, building, structure or land reasonably necessary to the same for the protection of the public health and safety against a clear and present danger may be conducted or occur at any hours.
