No person or MCS provider shall be permitted to construct, operate or maintain a multi-channel system which requires the laying or positioning of cable (coaxial, fiber optic or functional equivalent) across the easements and/or rights-of-way of the township, without having first obtained a franchise from the township as required by Act 480, being Public Act 480, M.C.L.A. §§ 484.3301 et seq.
