No person shall own or operate any dog kennel in the township without having first secured a kennel license. For purposes of this subchapter, any person who keeps more than four dogs which are three months old or over on any one property in the township shall be deemed to be operating a dog kennel. No kennel shall be operated or maintained except in a district where permitted by zoning.
