(A) Prior to the issuance of a zoning certificate for a mobile home park, or any portion thereof, a detailed site development plan shall be submitted to the village and shall be approved upon a finding that all applicable regulations are complied with.
(B) The plan shall be drawn to a legible scale, shall show the topographical features of the lot, building placement, mobile home spaces, activity areas and the planting and landscaping plan, and shall include a circulation and parking plan, with appropriate engineering and construction details.
(C) If development is to proceed in phases, a zoning certificate shall be granted for only those phases meeting the regulations pertaining to the detailed site development plan, bonding and other requirements of this chapter.
(D) Detailed plans for any phase shall be accompanied by a general site development plan which shall show surrounding land uses, recreation and open space development, proposed street patterns and lot arrangement for the entire area proposed for development as a mobile home park. The site development plan shall show that a proper relationship does exist between access drives, service roads, driveways and parking areas to encourage pedestrian and vehicular safety.
(E) Additions to, or remodeling of, established facilities, such as driveways, walkways, landscaping, fences, etc., shall conform to the approved site development plan.
