No person shall erect a wall, structure or building or part thereof in the village without first obtaining a permit therefor from the State or the County Building Department, according to their respective areas of jurisdiction. Any wall, structure or building or part thereof erected prior to the issuance of such permit or not constructed in conformity with this Building Code shall be removed.
