(A) Issuance of certificate and tag. Upon payment of the license fee and compliance with the provisions of § 90.03, the City Clerk shall issue to the applicant a registration certificate and a tag for each dog so registered.
(B) Tag. The tag shall be changed in shape each year and shall have stamped thereon the year for which it applies and a number corresponding with the number on the license or registration certificate.
(C) Collar. Every owner licensing a dog hereunder shall provide each dog licensed with a collar to which the registration or license tag must be affixed and such collar and tag shall be worn by the dog, at all times, when the dog is off or away from the premises where the dog is kept or otherwise maintained.
(D) Duplicate tag. In case a tag is lost or destroyed, a duplicate tag will be issued by the City Clerk upon presentation of a receipt showing the payment of the license fee for the current year. There shall be a fee for the issuance of such duplicate tag and the amount of the fee shall be set by resolution of the Council.
(E) Transferability; refund. Dog tags are not transferable from one dog to another, and no refund shall be made on a dog license because of the death or loss of a dog or because the dog or its owner leaves the city before the expiration of the registration period.

(F) Counterfeiting prohibited. No person shall make, sell, purchase or possess, place or allow to be placed on his or her dog any metal tag of the same form, shape or like the official tag of the city or shall attempt in any way to counterfeit the design adopted for such official tag, or place or use the official tag on a dog other than that for which such tag was issued.
