§ 90.03 REGISTRATION; LICENSING.
   (A)   Required. All dogs more than five months old that are kept, harbored or maintained within the city limits shall be registered or licensed before January 1 of each year. Any person who owns, harbors or keeps a dog more than five months old within the city limits shall have such dog registered or licensed as required herein.
   (B)   Application. At the time application is made for such registration or license, the owner shall state, upon a form provided for such purpose, the name and address of the owner, a description of the dog and the date of the most recent rabies inoculation or vaccination.
   (C)   Certificate of rabies inoculation. No registration, license or renewal shall be issued for any dog more than five months of age unless a certificate signed by a qualified veterinarian is filed with the application showing that the dog described in the application has been inoculated or vaccinated against rabies within the last or next preceding three years.
   (D)   Term. The registration or license shall be in effect, regardless of the date of its issuance, until the following December 31.
   (E)   Fees. The registration or license fees shall be set by resolution of the Council.
   (F)   Exception. The provisions of this section do not apply to dogs temporarily brought into the city by their owners or other persons having authorized custody or responsibility of any such dog during the course of travel or visitation.
