(A) Sewer and water services are intended to serve only those premises within the city limits with the exception of those instances where the city grants permission for its water or sewer lines to serve property outside the city.
(B) No person through the use of plumbing, service lines, pipes or other means shall cause or allow premises or property outside of city limits to be served by city water or sewer without the express consent of the city.
