The city shall, at all reasonable times, have access to the buildings, structures or other premises that are served by city water and/or sewer for the purpose of inspecting, testing, observing or examining any or all meters, plumbing, pipes, fixtures or other apparatus that is connected, directly or indirectly, to the city water and/or sewer system.
