§ 132.04 EXEMPTIONS.
   By state law, the following acts are exempt from the above controls, prohibitions and regulations within the city when used for the stated bona fide and legitimate purposes:
   (A)   The use of explosives for industrial purposes, such as blasting or quarrying, by qualified or licensed personnel;
   (B)   The use of devices by railroads or other transportation agencies for signal or illumination purposes;
   (C)   Use of blank cartridges for a show or theatrical presentation;
   (D)   Blank cartridges used for signal or ceremonial purposes in athletics or sports;
   (E)   Blank cartridges used by peace officers or for ceremonial purposes by military or U.S. armed forces veterans organizations; and
   (F)   Use of toy paper caps containing less than one-fourth of a grain of explosive composition per cap.
