(A) Library Board of Trustees created.
(1) There is hereby created an advisory Board known as the Library Board of Trustees.
(2) The Board shall consist of seven members to be appointed by the Pleasanton City Council for three-year, staggered terms. Members shall be eliminated from the Board as inactive if absent from three consecutive meetings. In those cases, the City Council shall promptly fill any vacancy.
(B) Duties of Board. The Library Board of Trustees shall:
(1) Make recommendations concerning the adoption and enforcement of all necessary rules, bylaws, and regulations deemed by it necessary for the administration, government and protection of the library system;
(2) Review with the librarian and make recommendations for the administration, government and protection of the library system;
(3) Review with the librarian and make recommendations for the purchase of books, journals, publications, furniture and fixtures and other necessary property, and to provide for the rebinding and preservation in proper order, the books, documents, journals and other publications, and the property of the library;
(4) Make recommendations for the establishment of the branches of the library and reading rooms as the growth of the city may from time to time demand;
(5) Meet with the City Manager, and make recommendations for the employment and duties of the librarian;
(6) Recommend the removal and dismissal of the librarian, as appropriate;
(7) In the event the City Council should make available money for the enlargement, expansion or rebuilding of the public library, the Library Board shall have the right to recommend a site for the improvements; may recommend an architect, or architects as they deem necessary for the preparation of plans and specifications for the construction and erection of the improvements; provided, that if any contract for the improvements of the library system is made, the contract shall be in the name of the city, upon plans and specifications approved by the City Council; and
(8) Annually file, along with the librarian, its proposed expenditures within the annual funds available for the next fiscal year to the City Manager; and if approved by the City Council, the same shall become a part of the operating budget of the city.
(C) Officers.
(1) The officers of the Board shall be Chairperson, Vice-Chairperson and Secretary. The Board may choose to appoint a Treasurer. These officers shall perform the duties prescribed by this section and by the parliamentary authority adopted by the Board.
(2) The Chairperson shall be appointed by the City Council for a term of three years. The Vice-Chairperson and the Secretary shall be elected by the Board at the first meeting of each new year.
(3) The librarian is an ex-officio member of the Board and may serve as Secretary of the Board. The librarian, as a city employee, is under the general supervision of the City Manager.
(D) Meetings.
(1) The regular meetings of the Board shall be held at least quarterly at a time and place set by the Chairperson.
(2) Special meetings may be called by the Chairperson or upon the request of three members. The purpose of the meeting shall be stated in the call. Except in cases of emergency, at least three-days' notice shall be given.
(3) Four members of the Board shall constitute a quorum.
(4) The librarian shall be present at all Board meetings.
(E) Parliamentary authority. The rules contained in the current edition of Robert's Rules of Order shall govern the Board in all cases to which they are applicable and in which they are not inconsistent with the bylaws and any special rules of order the Board may adopt.
(F) Amendment. Periodically the Board shall review the terms and conditions of this section and shall make recommendations for its improvement to the City Council.
