Every application for a permit for the drilling, construction, repair, or plugging of a well or the construction, repair, or plugging of a well for the purpose of an earth-coupled heat exchange system, shall be considered incomplete unless all information requested by the Public Works Department application form has been provided. The Public Works Director shall maintain and update permit application terms to request ail information necessary to carry out the intent of this division and to assure protection of the groundwater aquifers by detecting and preventing the drilling or use of wells in a manner that may cause damage to or waste of water in an aquifer.
