§ 51.23 DROUGHT TRIGGERS.
   The City Manager, or his/her designee, shall monitor water supply and/or demand conditions on a daily basis and shall determine when conditions warrant initiation or termination of each stage of the Water Conservation Plan.
   (A)   Stage 1: mild drought condition.
      (1)   Total daily demand exceeds 65% of the production capacity for three consecutive days; and
      (2)   Other causes as determined by City Council and/or City Manager.
   (B)   Stage 2: moderate drought condition.
      (1)   Total daily demand exceeds 75% of production capacity for three consecutive days; and
      (2)   Other causes as determined by City Council and/or City Manager.
   (C)   Stage 3: severe drought condition.
      (1)   Total demand exceeds 85% of production capacity for three consecutive days.
      (2)   Other causes as determined by City Council and/or City Manager.
   (D)   Emergency water condition.
      (1)   Total daily demand exceeds 100% of production capacity for three consecutive days;
      (2)   Natural or man-made contamination of the water supply source; and
      (3)   System outage due to failure of major water system components.
