§ 130.05 MISCELLANEOUS.
   (A)   It is hereby declared to be the intention of the City Council of the City of Pleasanton that if any of the sections, divisions, sentences, clauses and phrases of this chapter shall be declared unconstitutional or otherwise illegal by the valid judgment or decree of any court of competent jurisdiction, that event shall not affect any of the remaining phrases, clauses, sentences, divisions and sections of this chapter, since the same would have been enacted by the City Council without the incorporation in this chapter of any such unconstitutional or illegal phrase, clause, sentence, division or section.
   (B)   All ordinances or parts of ordinances in conflict herewith are hereby repealed to the extent of that conflict.
   (C)   The importance of enacting the provisions of this chapter affects the health, safety and welfare of the general public and citizens of this city and creates an emergency requiring the suspension of the rule requiring ordinances to be read on two separate days. Accordingly, that rule is hereby suspended and this chapter shall take effect and be in force immediately from and after its passage as provided by law.
