§ 97.10 LIBRARY POLICIES.
   (A)   To receive a Pleasanton Public Library card, persons must complete the application for borrower's privileges and show proof of residency in Pleasanton or Atascosa County. Proper identification (such as a Texas driver's license) must be presented. All residents, owners of businesses in Atascosa County and teachers and students of the Pleasanton Independent School District are eligible for a card.
   (B)   Non-residents may receive a Pleasanton Public Library card for a fee of $25 per person, per year.
   (C)   Children under the age of 18 who are accompanied by a parent or legal guardian with acceptable identification may be issued a library card after completing the application for borrower's privileges, which must be signed by the adult.
   (D)   Each person checking out library materials must have a current library card and a clear family library record. Cards must be presented each time materials are checked out. Cards are not transferable and remain the property of the Pleasanton Public Library.
   (E)   Borrower's cards will be renewed every three years. The library is to be notified upon changes of address or telephone number. Lost or stolen cards must be reported immediately. There is a $3 charge for replacement cards. All fines must cleared from the family account before a replacement card will be issued.
   (F)   New patrons will be issued a probationary card for a period of three months and limited to checking out only two books or magazines. Permanent status may not be obtained until a clear library record has been maintained for three months or for ten checkouts.
   (G)   A limit of five books per person may be checked out for a period of two weeks, with a limit of three books by one author or on one subject. Books may be rechecked only one time. Rechecking may be made by telephone so long as books are not overdue. If the book is overdue, the patron may recheck the book in person after fines are paid.
   (H)   As many as three selected magazines (except the current issue) may be checked out for a period of three days. Past issues from magazine files are on reserve and may not be checked out.
   (I)   Overdue charges for books and magazines will be assessed at the rate of $0.05 per day per book; excluding days the library is closed. A fine of $3 will be charged for magazines and specially marked books that are returned down the book drop.
   (J)   Charges for lost or damaged books and other library materials must be paid to retain privileges. The amount to be charged is the price recorded on the shelf list card, plus a $1 processing fee, or a minimum of $5.
   (K)   Library privileges for all family members will be suspended until all overdue material is returned, and fines for lost or damaged materials are paid.
   (L)   If you are sure you have misplaced a book, call the library at 569-5901 and report it lost. The fine will be stopped on that date. However, if after two weeks you have not located the book, you must come into the library and pay for it.
   (M)   The Pleasanton Public Library reserves the right to place books and materials on the reserve list at any time, especially during school project periods.
   (N)   Interlibrary loan orders will be placed according to San Antonio Area Library system policies so long as the book or information cannot be found in the Pleasanton Pubic Library. It is important that borrowed materials be returned on time for our library to retain borrowers' privileges.
   (O)   The laminator is for library use only.
   (P)   Photocopies will be charged at a rate of $0.20 per page for black and white, $1 for color copies.
