§ 92.10 EXCEPTIONS.
   (A)   Any person enrolled as a member of a High School Agricultural Science program under the supervision of a high school vocational agricultural teacher, or a 4H member under the supervision of the Atascosa County Agricultural Agent, or designated as a breeder for the organizations may apply to the City Manager for a permit to be exempted from the limitations of this subchapter which exemption shall not be unreasonably withheld and any individual denied the issuance of a permit may appeal the decision to the City Council. A request for a permit must include type, sex, number of animals and time period of program.
   (B)   The form of application for permits shall be prescribed by the City Manager and no fee shall be charged for the permits.
   (C)   Any person who has animals, except dogs or cats, which do not conform to the regulations prescribed in this chapter and which have been in existence prior to the date of this chapter shall be allowed to retain those animals until a time as their property is sold, or the existing animal dies or is sold. These persons shall not be allowed to replace the animals, nor can they keep any newborn animals once they become six months of age.
