The City Council shall conduct regular meetings on the second Thursday of January - October and the first Thursday of November and December. Special meetings may be called by the Mayor or at the request of three Councilmembers. At any meeting of the Council, a future meeting may be canceled by a majority vote of all members of the Council present. Notice of such cancellation shall be posted in accordance with applicable laws. The City Council shall see that all ordinances necessary and proper for carrying out the powers and duties prescribed in this Charter are passed and enforced. The City Council shall promote, in any way it sees fit, subject only to limitations imposed by the Constitution and laws of this State or by the provisions of this Charter, the welfare of the City and its inhabitants.
