§ 70.06 REGULATING SPEED AND OPERATION OF RAILWAY TRAINS.
   (A)   Speed.
      (1)   No locomotive shall be operated within the city limits of the city between mileposts 33 and 35, in excess of 20 mph.
      (2)   Locomotive traveling speed may be resumed after it has passed milepost 33 northbound and milepost 35 southbound.
      (3)   Any offense under this division shall be charged to the engineer of the locomotive violating this provision.
   (B)   Blocking street crossings.
      (1)   No street crossing shall be continuously blocked by a locomotive and/or rail cars in excess of ten minutes. All crossings must be cleared for pedestrians and motorists for at least five minutes at the expiration of the ten-minute interval when the crossings were continuously blocked except that this provision shall not apply to trains or cars in motion. Each minute or fraction of a minute violation of this division shall be charged to the engineer of the locomotive violating this division.
      (2)   Street crossings shall be immediately opened for passage of emergency vehicles when the vehicles are displaying flashing emergency lights and sounding siren. The emergency vehicles shall include ambulances, fire trucks and law enforcement vehicles. Any offense under this division shall be charged to the engineer of the locomotive violating this provision.
   (C)   Chemicals, toxic materials and flammable materials. No rail car which contains liquid or vapor chemical or toxic material or liquid or vapor flammable material shall be left unattended on the side track within the city limits of the city. Any offense under this division shall be charged to the owner of the railroad.
   (D)   Parking on side tracks. No rail car parked on the side track shall be less than 100 feet from the edge of the street crossing which it adjoins. Any offense under this division shall be charged to the owner of the railroad.
