(A) Generally.
(1) No person shall drive a motor vehicle on any street, alley or highway in the city limits at a speed greater than is reasonable and prudent under the conditions and having regard for the actual and potential hazards when approaching and crossing an intersection or a railway grade crossing, when approaching and going around a curve, when approaching a hill crest, when traveling upon any narrow or winding roadway, or when special hazard exists with respect to pedestrians or other traffic, or by reason of weather or highway conditions then existing. In every event, speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle or other conveyance on or entering a highway in compliance with legal requirements, and it shall be the duty of all persons to use due care.
(2) If any person shall operate or drive any motor vehicle or other vehicle within the corporate limits of the city on any street or highway at a greater speed than 30 mph, or in any alley or park at a greater speed than 20 mph, it shall be prima facie evidence of violation of this section, unless a special speed limit has been established and signs are erected designating another speed limit.
(B) Procedure for establishing special speed limit. Whenever the city shall determine upon the basis of an engineering and/or traffic investigation that the 30 mph speed limit hereinbefore set forth is greater or less than is reasonable or safe under the conditions found to exist at any intersection or other place, or upon any part of any street or highway, the City Manager shall, upon authorization of the City Council by appropriate ordinance, establish the special speed limit as shall be effective at all times when appropriate signs giving notice thereof are erected at the intersection or other place or part of the highway or street.
(C) Slow speed. No person shall drive a motor vehicle at such a slow speed as to impede the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation, or in compliance with law, or at the direction of a law enforcement officer.
(D) School zones.
(1) A person commits an offense if he or she operates a vehicle in a school traffic zone at a speed greater than indicated on the applicable school zone sign, and any speed in excess of the speed shall be prima facie evidence that the speed is not reasonable or prudent and is unlawful.
(2) The City Manager shall supervise the designation of school traffic zones with appropriate street markings or signs. The speed limit designated for school traffic zones shall be effective only at the times when appropriate signs advising motorists of the speed limit are placed in conspicuous places. The City Council shall designate, by ordinance, the locations of school traffic zones for each school within the city, the maximum speed limit authorized and the times when the zones are effective.
