§ 50.04 SEWER USER CHARGES.
   (A)   Classification system.
      (1)   A user classification system is hereby established for all users of the municipal wastewater facilities, as follows: Residential User; Commercial User.
      (2)   Residential users shall include all residential type users including, but not limited to, residences, apartment units, trailer court units, duplexes or any other service primarily intended for domestic or residential type use. The city may include small office buildings, churches and other low-volume (similar to domestic volume) users in this class.
      (3)   Commercial uses shall include commercial users, such as, but not limited to, restaurants, cafes, car washes, schools, hospitals, nursing homes, offices, hotels, motels, laundries, grocery stores, department stores and the like, not included in residential users.
   (B)   Rates.
      (1)   Inside city.
         (a)   The monthly minimum wastewater charge for all customers, with the exception of separately metered irrigation customers, per month, shall be as follows.

      (3)   The water consumption per month to be billed for residential and commercial users shall be the actual water consumption recorded each month for the purpose of the water bill.
      (4)   In case of users not on a metered basis, the city shall establish an estimated water consumption based on a comparison of the non-metered user with a metered user of similar class.
   (C)   Sewer charges. The rates or charges are as may be determined and set by City Council from time to time. A copy of the rates or charges are on file in the city offices.
   (D)   Disposal of waste from chemical toilets and septic tanks. Waste from chemical toilets and septic tanks may be disposed of at the Pleasanton Wastewater Treatment Plant in accord with the liquid waste hauler permit application and all liquid hauler requirements and rates as shown on Appendix A attached to Ordinance No. 13-1079. In no case is waste allowed to be disposed of at the Wastewater Treatment Plant or other city facility without all requirements being met and the Plant being in condition to receive such waste.
   (E)   Deposit. A deposit of $75 is required for customers using water and/or sewer services, for a maximum of two weeks for cleaning and/or other preparations. All other rates and service fees apply.
