(A) A city-issued permit is required prior to the drilling and installation of water wells within the territorial limits of the city or its extraterritorial jurisdiction.
(B) No permit or application fee shall be required for the permit to administer and inspect the installation of water wells within the territorial limits of the city or its extraterritorial jurisdiction.
(C) It shall be unlawful for any person to reconstruct, repair, correct, or plug a well or injection well for the purpose of earth-coupled beat exchange system, or to engage upon such work, within the city or the Public Works Department service area, or to employ anyone else to engage in such work, without first applying for and securing a permit from the Public Works Department.
