   (B)   These fees and deposits are to be made payable to the City of Pleasanton at the time the application for the park permit is submitted. If the permit is issued, the designated area will be inspected within 24 hours after the completion of the activity by the authorized representative of the city. If the area is determined to be in clean, undamaged and in sanitary condition, the deposit will be refunded to the permitted user in a reasonable amount of time, otherwise, the deposit will be retained by the city.
